Q: are these typically used for pad see ew?

YES. I buy them especially for making pad see ew. They are WONDERFUL noodles.

Q: No package directions, how long do you cook them and do you have to soak them first?

Package says to soak flakes in tap water for 5 minutes, then drain. Add to boiling water, stir well for 3 minutes. Drain and add to stir fry or other dish.

Q: How do you keep them from rolling up into tubes?

I rehydrated rice flakes (not this brand, admittedly) in one layer on a cookie-sheet under a coupple of racks that kept them flat as they absorbed the water. Note that this cookie-sheet has a rim; a very large roasting-pan would do even better. Once hydrated and still flat, they didn't roll-up, though a few stuck a little to the sheet, which a nonstick sheet or some parchment paper ought to fix. Good luck.
